Yes I had an earlier model with non-detachable heads and the Stromberg would not let the engine idle. despite many-many attempts. However, the 1924 model Stromberg worked fine. There may have been a design change. I found the best setting is to close the needle valves gently, then open them ~3 half turns. Here is my bike below, more on my page.
